Warrill View - EPBC Consultation
Background:
Neilsen’s Quality Gravel Pty Ltd are proposing a new hard rock quarry at unnamed Road and Leitches Road, Rosevale and 299 Hayes Road, Silverdale 4307 QLD, on land formally described as Lot 1 RP51909 and Lots 2, 7, 8, 10 and 18 RP50377 (EPBC 2020/8684). The activity includes the construction of a new public road from the Cunningham Highway.
The site is located within the Scenic Rim Regional Council area, approximately 40km from Beaudesert CBD and is currently used for rural pursuits, primarily for grazing of cattle.
Overview of the Proposed Action:
The proposed action comprises the development of a greenfield quarry at Warrill View, Queensland. The activity is authorised to extract and screen up to 3.8 million tonnes per annum across two (2) pits.
The proposed disturbance footprint (including quarry pits, access road and ancillary operations areas) have a combined area of approximately 260 ha, representing 57% of the project area, with approximately 197 ha (43%) being retained.
No additional clearing will be required in relation to asset protection or for any other purpose beyond this proposed disturbance footprint.
The primary purpose of the proposed action involves two separated quarry pits within the project area, referred to as the east pit and west pit. Both pits have been designed to ensure there is a separation of approximately 50 metres to the 1 in 100 year flood event line for Warroolaba Creek.
The proposed action also includes the construction of a new access road within an existing road reservation area. The proposed new access road will run from the Cunningham Highway in the east to the entrance of the proposed quarry.
Neilsen’s Quality Gravels has purchased suitable offset land to compensate for significant residual impacts on Koala and Grey-headed Flying-Fox. The land is located on Louisadale Road, in the locality of Monsildale, approximately 25km north-west of the town of Kilcoy in the Somerset Regional Council LGA. The 1,564 ha property is comprised of five lots: Lot 9 SP169632, Lot 69 C311668, Lot 116 RP809269, Lot 115 CG48 and Lot 8 RP851331.
Approval Status:
Neilsen’s Quality Gravels sought, and had approved, a development application from Scenic Rim Regional Council and Environmental Authority from the Department of the Environment, Tourism, Science and Innovation in 2019.
The application was subsequently referred to the Department of Climate Change, Energy, the Environment and Water (‘DCCEEW’) and deemed a “Controlled Action”. The controlling provision is listed threatened species and communities (sections 18 & 18A of the EPBC Act), including the Koala (Phascolarctos cinereus) (combined populations of QLD, NSW and ACT) and the Grey-headed Flying-fox (Pteropus poliocephalus).
In June 2026, the DCCEEW issued a direction to public the information provided on the project and allow for public consultation.
